Park Ridge May Raise Fines for Underage Drinking

The city council discussed raising fines from $500 to $1,000 for those under age 21 who imbibe illegally.

 

To deter underage drinking in Park Ridge, the city council may raise the fines by $500 for first-time offenders. 

The council discussed the issue Monday at a Committee of the Whole meeting, where issues are discussed but not voted upon. It appeared most aldermen are prepared to update the ordinance.

"This is the big way to go," said Alderman Joseph Sweeney. "I hope we move on this and pass it."

If the board approves it, fines could go up from about $500 to at least $1,000 for first-time offenders, and $1,500 for subsequent offenses, according to a draft ordinance.

The fines may be lessened if offenders agree to go to drinking and substance abuse programs licensed by the Illinois Department of Alcohol and Substance Abuse.

In that case, first-time offenders would have to go for at least four hours, and must pay for the cost of the program and a $100 fine. 

Subsequent offenders must attend the program for at least 10 hours and pay $250 fines, according to the draft ordinance. 

Currently, the city's law says the court may decide to offer offenders community service only or a combination of fines and community service. 

Park Ridge Police Chief Frank Kaminski told the council that the change in the law will likely cause an influx for local drug and alcohol prevention and education groups. He said he's talked to these groups and they are prepared to handle it. He added that most of the cases appear to be first time offenders. 

The board may vote on the draft ordinance as early as its next city council meeting on Monday, said Shawn Hamilton, acting city manager.
